The IDMC has compiled a series of training modules reviewing some key aspects of the protection of internally displaced persons (IDPs). These modules can be used to facilitate training workshops targeting mainly field based actors, such as national and local authorities in charge of IDPs, field workers of international agencies, international and local NGOs, representatives of displaced communities. Training workshops have also been organised specifically for staff members of national human rights institutions.
The objectives of the training on the protection of IDPs are to:
- Promote the rights of IDPs, as restated in the Guiding Principles
- Raise awareness of the situation of IDPs and the responsibilities of the various actors for their protection
- Provide basic tools for designing adequate responses to the protection needs of IDPs
- Promote dialogue and cooperation between relevant actors on the issue of internal displacement
Workshops aim to ensure that participants have an opportunity to develop the following:
Knowledge | Skills | Attitude |
-Definition of an IDP and its operational use
-Rights of IDPs, before, during and after displacement
-Main legal sources for the protection of IDPs
-Types of protection activities
-Who are the relevant actors for the protection of IDP | -Identify who is an IDP in the country
-Identify IDP groups at risk
-Contribute to the development a rights-based protection response | -Acknowledgement of the special risks facing IDPs
-Sense of responsibility for the protection of IDPs
-Readiness to engage cooperation with other relevant actors |
These modules can be used to facilitate training workshops of 0.5 day to 3 days, with a recommended number of participants not higher than 30 people. They combine exercises and activities, discussions and presentations.
We are pleased to make the following training documents available through our website. These documents can be reproduced and distributed for training purposes. We would be grateful if you could keep the IDMC informed on how you will use these materials, in particular with regard to training activities.

The IDMC has also developed an additional module in partnership with the refugee protection learning project Reach Out. This module is intended for a 90-minute session and provides an overview of the standards and tools for the protection of IDPs. In particular, the module reviews the IDP definition, the Guiding Principles and the actors. The facilitator's documents, handouts and the powerpoint presentation can be downloaded below.
This module was developed jointly by the Internal Displacement Centre for the Reach Out Refugee Protection Training Project. The module was slightly modified from the original version, in particular to reflect the new name of the IDMC. Other training materials of the Reach Out Project can be found on the website of UNHCR ( www.unhcr.org) and the International Council of Voluntary Agency (ICVA) ( www.icva.ch).
