Capacity-building on law and policy-making on internal displacement
An increasing number of States have developed national laws or policies on internal displacement in line with the Guiding Principles and the Kampala Convention. These normative developments originate from the recognition that displacement is a long term and complex process that requires a sound policy and legal basis with necessary capacity commitments. With a view to encouraging and supporting similar law and policy making exercises and to fostering the implementation of frameworks on internal displacement at national level, the Global Protection Cluster - Task Team on Law and Policy developed a new capacity building tool which is now available for all interested partners. Initially piloted in Liberia in 2014, the training package “Law and Policy Making in Internal Displacement” outlines key options for drafting the contents of a national instrument and envisages a consultative policy making model to be followed in the development process. The Task Team on Law and Policy hopes that this instrument will assist different national processes in achieving their desired outcomes.
